DUO Program Manager – Tulsa Community Foundation

Hunger Free Oklahoma is seeking a mission driven Program Manager with experience administering/supporting federal grants, organizing and executing large multiyear projects, supporting collective impact and/or collaborative bodies, and providing high quality customer service.


BACKGROUND

Hunger Free Oklahoma, a fund of the Tulsa Community Foundation, exists to leverage the power of collaboration to solve hunger in Oklahoma by improving systems, policies, and practices. Hunger Free Oklahoma is a statewide nonprofit established to work as a backbone organization to create systemic solutions, public/private partnerships, and collaborate with existing organizations addressing hunger.

Hunger Free Oklahoma's primary focus is to collaboratively work with community-based organizations, government agencies, and other stakeholders who directly serve individuals experiencing food insecurity. We provide support through technical assistance, convening, research, and policy guidance.


JOB PURPOSE

The Double Up Oklahoma (DUO) Program Manager will report to the Hunger Free Oklahoma Program Director. This position will work directly with the Program Director to manage and move forward key program functions including implementing and managing the DUO program, ensuring continuous quality improvement, overseeing DUO funds and supporting the Program Director in building program sustainability. Specifically, the Program Manager will support participating markets and grocers ('firms'), provide grant management, lead grant reporting, manage sub-contracts, lead data collection and input, coordinate administrative functions in support of the DUO program, and implement necessary program processes and functions to ensure the program exceeds all national standards.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop strong working relationships with partner firms and communities

  • Provide management of the DUO Advisory Committee

  • Recruit and support SNAP Participant Advisory Board

  • Coordinate quarterly and annual grant reporting

  • Utilize project management to ensure the DUO program achieves program outcomes

  • Manage application and selection process for new firms

  • Train new firms and provide ongoing training to existing firms

  • Coordinate data collection/input for evaluation with participating firms

  • Provide ongoing technical assistance around reporting, accounting, outreach, and process improvement for participating firms

  • Ensure timely processing and payment of reimbursements to participating firms

  • Manage DUO budget and work with Director of Operations to maintain appropriate documentation of expenditures

  • Provide oversight and quality assurance of DUO reporting

  • Provide outreach and education to stakeholders and community members about DUO

  • Coordinate federal grant application process including coordinating HFO team members, Advisory Committee, SNAP Participant Advisory Board, and contractor inputs

  • Be consistently and reliably present in order to fully manage accounting and grant processes as well as facilitate coordination with operations initiatives.

  • Implement processes and procedures to increase program efficiency and best meet the needs of program stakeholders

  • Other duties as assigned
